Tom has 14 years of engineering experience in hotel, residential, and public assembly development, as well as 8 years of carpentry experience involving estimating, job costing, and scheduling. He has specific experience with concrete, steel, heavy timber, wood- and metal-framed buildings.

Tom brings to NCE experience managing projects that include: Oqyana World First Hotel, Dubai - where the water villas are supported on floating concrete platforms: Montage Deer Valley, Utah - whose mountain hillside location required addressing permanent lateral earth pressures from the sloped hillsides with internal shearwalls and enlarged footings. The design also accommodated the building's functional stack with staggered trusses: The Lodge at Suncadia - this six-story luxury mountain resort complex includes condominiums, hotel, meeting, public, amenity and below-grade parking.

Rines holds a Bachelor of Science in Civil Engineering from the University of Washington. A licensed engineer in Washington, Minnesota and Wisconsin, he is a member of Engineers without Borders and American Institute of Steel Construction (AISC). Tom is known for a pragmatic and creative approach to design, asking hard questions and thought-provoking "what-if" scenarios that lead to optimized designs.
